<p><b>Roles &amp; Responsibilities</b></p>
<p>Monitors and controls the safe and cost efficient technical operation of all assigned vessels using the available resources, within the defined parameters of cost, commercial viability and operational excellence in line with Owners expectations. <p>&nbsp;</p>
<p><b>Ship technical support</b></p>
<ul>
<li>Understands the contractual agreements with customers to be able to deliver the same with regards to the ship management services for each assigned vessel, in a safe and cost efficient manner.</li>
<li>Monitors the effective operation of the equipment and machineries of the assigned vessels, identifying potential discrepancies from operational standards and proposes and/or implements solutions that will enhance the efficiency, performance and safety of the vessels.</li>
<li>Participates in the development of the maintenance and repairs plan for the assigned vessels and monitors its accurate execution in order to identify compliance of operations according to time schedule, quality of deliverables and budget.</li>
<li>Projects the requirements in maintenance and repairs activities, spare parts and technical training of the assigned vessels in order to provide valuable information for the development of the budget and maintenance plan of the vessels. Upon approval, follows-up its accurate execution, identifying, reporting and providing solutions in potential discrepancies.</li>
<li>Monitors all vessels trading certificates to ensure compliance with existing maritime legislation, safety regulations and operational standard requirements of all regulatory bodies.</li>
<li>Oversees and monitors the overall technical operation of the assigned vessels, ensures the timely and accurate completion of dry-docking on budget and of other relevant shipboard maintenance and repair activities, in order to support the operational effectiveness of vessels and increase customer’s satisfaction and commitment.</li>
</ul>
<p><b>Execution of technical inspections</b></p>
<ul>
<li>Manages all vessel visits, audits and inspections effectively right from planning to implementation and follow up with the aim of supporting and enhancing the operational efficiency of the fleet. Ensures that vessel visit reports are made timely, are accurate and submitted to the owner, Fleet Director and/or MD to allow a detailed analysis of the broad and specific issues affecting vessel operations and the plan for proposed corrective actions.</li>
<li>Liaises with Quality department in order to obtain the necessary information that will secure the alignment of all technical requirements and standards of the fleet assigned with Company’s QC policy as well as with relevant legislation, contributing towards environmental protection and enhancement of company’s image.</li>
</ul>
<p><b>Execution of maintenance activities</b></p>
<ul>
<li>Monitors the accurate, timely and qualitative execution of all maintenance and repairs activities, in cooperation with the Onboard Management Team, reviewing the compliance of deliverables from subcontractors with agreements and requirements, in order to ensure optimum, efficient and safe operation of each assigned vessel.</li>
</ul>
<p><b>Purchasing activities</b></p>
<ul>
<li>Monitors and assesses the requisition requests received from the vessels. The approved requisition requests are processed by the Central Purchasing Team or the Technical Officers, as appropriate, for obtaining quotations. Evaluates the quotations received and gives the approval to proceed with the placing of the order and ensures the timely supply of all required spare parts &amp; stores to vessels.</li>
</ul>
<p><b>Education and Qualifications:</b></p>
<ul>
<li>B.S. degree in Mechanical, Electrical or Marine Engineering, Naval Architecture or equivalent, or</li>
<li>Chief Engineer’s qualification.</li>
</ul>
<p><b>Work Experience:</b></p>
<ul>
<li>5 years of sailing experience as Senior Engineer Officer , or</li>
<li>5 years of shore experience as a technical superintendent with a ship management/owning company, or</li>
<li>5 year of combined experience of the above positions.</li>
</ul>
<p><b>Job-Specific Skills:</b></p>
<ul>
<li>Strong knowledge of bulk vessels’ technical requirements and voyage regulations</li>
<li>Excellent project management skills</li>
<li>Very good negotiation skills</li>
<li>Very good people management skills</li>
<li>Worldwide operations require fluency of the English language.</li>
<li>Ability to converse with East European &amp; Asian crew in own language in order to ensure efficient communication with on-board crew.</li>
<li>PC literacy</li>

<p>The Health, Safety, Security, Quality and Environment (HSSQE) has a clear understanding of company requirements for mainitining marine operational standards of the fleet of vessels while also maintaining the Safety Management System. He/ She will hold a critical position overseeing the safety, security, and environmental aspects of the company&#8217;s operations and marine operational readiness of the fleet. In addition the position will also take on the role of DPA &amp; CSO. This role is crucial in ensuring compliance with maritime regulations, industry standards, and company policies. Here are the typical duties and responsibilities associated with this position:</p>
<p>&nbsp;</p>
<p><b>Regulatory Compliance &amp; Operational Readiness:<br />
</b></p>
<p>&nbsp;</p>
<p>(A) Ensure compliance with all relevant maritime laws, regulations, international conventions, and industry standards related to health, safety, environment, and security.</p>
<p>(B) Keep abreast of regulatory changes and updates to ensure the company&#8217;s continuous compliance.</p>
<p>(C) Ensure the fleet maintains cargo worthiness at all times and all cargo gears and cargo holds are adequately maintained and prepared and required critical spares are in maintained in stock.</p>
<p>&nbsp;</p>
<p><b>Designated Person Ashore (DPA) Responsibilities:<br />
</b></p>
<p>&nbsp;</p>
<p>(A) Act as the DPA, overseeing the company&#8217;s safety management system (SMS) and ensuring it is properly implemented, maintained, and effective.</p>
<p>(B) Monitor the performance of the SMS, conduct internal audits (AUD03), and initiate corrective actions to address deficiencies and non-conformities.</p>
<p>&nbsp;</p>
<p><b>Company Security Officer (CSO) Responsibilities:<br />
</b></p>
<p>&nbsp;</p>
<p>(C) Act as the CSO and oversee the company&#8217;s maritime security measures and compliance with the International Ship and Port Facility Security (ISPS) Code.</p>
<p>(D) Develop, implement, and maintain the Ship Security Plan (SSP) and conduct regular security assessments and drills.</p>

<p><b>Health, Safety, Environment, and Quality (HSSQE) Management:<br />
</b></p>

<p>(E) Develop, implement, and maintain the company&#8217;s integrated HSSQE management system, policies, procedures, and guidelines.</p>
<p>(F) Monitor and analyse HSSQE performance, incidents, and trends to identify areas for improvement and drive continuous enhancement.</p>

<p><b>Safety Culture Promotion:<br />
</b></p>
<p>&nbsp;</p>
<p>(G) Promote a strong safety culture throughout the organization, encouraging reporting, learning from incidents, and empowering employees to actively engage in safety initiatives.</p>
<p>(H) Conduct safety training and awareness programs to educate employees on safety procedures and practices.</p>
<p>(I) Ensure there is a schedule of visits to vessel which covers HSSQE matters. Minimum number of visits by shore staff to be two per year. Ensure there is a guideline for office visit to vessels that includes HSSQE matters. Shore staff visiting the vessels should lead by example and promote the concept of HSSQE excellence.</p>
<p>(J) Findings and feedback from vessel visits are communicated to the rest of the fleet to ensure that all vessels are on track of achieving HSSQE Excellence.</p>
<p>(K) Findings and feedback from vessel visits are analysed and shared within organization and with vessels.</p>
<p>Emergency Response and Crisis Management:</p>
<p>(L) Develop and maintain emergency response plans and procedures for various scenarios, ensuring readiness to handle emergencies effectively.</p>
<p>(M) Conduct regular emergency drills and exercises to test and improve the preparedness of the organization.</p>
<p>Environmental Compliance:</p>
<p>(N) Develop and oversee the company&#8217;s environmental management program, ensuring compliance with environmental laws and regulations.</p>
<p>(O) Implement strategies to minimize the environmental impact of company operations and promote environmental sustainability.</p>
<p>&nbsp;</p>
<p><b>Quality Management:<br />
</b></p>
<p>&nbsp;</p>
<p>(P) Oversee the company&#8217;s quality management system, ensuring adherence to quality standards, certifications, and continuous improvement initiatives.</p>
<p>(Q) Monitor and analyse quality performance and customer feedback to identify areas for enhancement and implement necessary improvements.</p>

<p><b>Risk Assessment and Mitigation:</b></p>
<p>(R) Conduct risk assessments related to safety, security, environment, and quality and develop strategies to mitigate identified risks effectively.</p>
<p>(S) Work with relevant departments to implement risk reduction measures and ensure proactive risk management practices.</p>
<p><b>Education and Qualifications</b></p>
<p>1) A Maritime related degree</p>
<p>2) CoC Class 1 (Master)</p>
<p>3) Previous on-shore experience in a similar role</p>
<p>4) DPA and CSO certification</p>
<p>5) Vessel inspection and Audit experience.</p>

<li>Coordinate with Technical and Marine department and arrange interviews for suitable candidates applying for the post of engineers/deck officers.</li>
<li>Maintaining updated crew lists of each vessel at all times.</li>
<li>Maintaining updated personal, medical and training records and certification details of all seagoing personnel; Monitoring of validity of documents and licenses for all ranks on board.</li>
<li>Manage the process of personnel mobilization and demobilization (travel arrangements, visa, hotel accommodation etc.).</li>
<li>Interact closely with manning agents for personnel scheduling and nominate ports for crew change.</li>
<li>Liaise with port agents to ensure smooth logistics arrangement for incoming and outgoing crew.</li>
<li>Check invoices received from agents for crew, travel/accommodation, manning agents, visa etc. and approve them before forwarding them to the Finance department for payment.</li>
<li>Correspond with vessel flag administrations for crew related matters.</li>
