Technical Manager
Location: Bangkok, Thailand
Job Summary
The Technical Manager is responsible for overseeing the technical management of the company’s fleet, ensuring vessels are operated safely, efficiently, and in full compliance with international regulations, classification requirements, and company standards. The role leads all technical operations, including planned maintenance, repairs, dry dockings, vessel performance, budgeting, shipbuilding projects, and technical support, while driving continuous improvement across the fleet.
Key Responsibilities
- Lead the technical management of assigned vessels to ensure safe, reliable, and cost-effective operations.
- Ensure compliance with IMO regulations, Flag State requirements, Classification Society rules, ISM Code, ISPS Code, MLC, STCW, TMSA, VIQ, and the company’s Safety Management System.
- Oversee the implementation and continuous improvement of the Planned Maintenance System (PMS) across the fleet.
- Manage vessel dry dockings, repairs, upgrades, conversions, and major maintenance projects, ensuring work is completed safely, on schedule, and within budget.
- Supervise shipbuilding and newbuilding projects from a technical perspective, ensuring quality and timely project delivery.
- Monitor vessel technical performance, machinery reliability, equipment condition, and overall operational efficiency.
- Ensure vessels maintain Class and statutory certification by coordinating surveys, inspections, audits, and regulatory requirements.
- Provide technical leadership, guidance, and support to Technical Superintendents, Masters, and Chief Engineers in resolving technical issues.
- Conduct vessel inspections and review technical reports to assess machinery condition, structural integrity, maintenance standards, and operational readiness.
- Prepare, manage, and monitor operating and capital expenditure budgets, analysing variances and implementing cost control measures.
- Review maintenance strategies to ensure machinery and equipment are maintained in accordance with manufacturers’ recommendations and industry best practices.
- Monitor fuel and lubricating oil consumption, identify efficiency improvement opportunities, and support initiatives to optimise vessel performance.
- Review reports relating to repairs, surveys, dry dockings, machinery performance, and maintenance activities, ensuring timely follow-up and resolution.
- Manage findings arising from SIRE inspections, Port State Control inspections, audits, and other safety observations by implementing effective corrective actions and ensuring timely close-out.
- Lead investigations into technical failures, accidents, and incidents, identifying root causes and implementing preventive measures.
- Issue technical bulletins, maintenance guidance, and fleet-wide recommendations to promote operational excellence and continuous improvement.
- Oversee spare parts planning, procurement, inventory management, and timely delivery to support safe vessel operations.
- Provide technical advice and support to commercial, operations, and marine teams on vessel-related matters.
- Keep senior management informed of fleet performance, technical risks, major repairs, regulatory developments, and operational issues.
- Remain updated on changes to international regulations, classification requirements, and industry best practices, ensuring fleet-wide compliance.
Requirements
- Chief Engineer Class 1 Certificate of Competency (Motor) or Degree in Naval Architecture, Mechanical Engineering, or a related discipline.
- Minimum 7 years of shore-based technical management experience within the maritime industry.
- Proven experience managing vessel maintenance, dry dockings, technical operations, and fleet budgets.
- Experience overseeing shipbuilding or newbuilding projects is highly advantageous.
- Exposure to dual-fuel vessels will be an added advantage.
- Strong understanding of ISM, ISPS, Flag State requirements, Classification Society regulations, SIRE, VIQ, and international maritime standards.
- Strong leadership, communication, planning, and stakeholder management skills.
- Commercially aware with the ability to balance operational reliability and cost efficiency.
- Proficient in Microsoft Office applications and vessel management systems.
- Able to work effectively in a multicultural environment and manage multiple priorities under pressure.
- Fluent in English with the flexibility to travel internationally when required.
