Job Description
Responsibilities
Regulatory Compliance & Operational Readiness
- Ensure compliance with applicable maritime laws, international conventions, flag state requirements, and industry standards.
- Monitor regulatory developments and implement necessary changes to maintain compliance.
- Ensure vessels maintain cargo-worthiness standards, including proper maintenance of cargo holds, cargo gear, and critical spare parts.
- Support operational readiness across the fleet through regular monitoring and assessments.
Designated Person Ashore (DPA)
- Act as the Designated Person Ashore under the International Safety Management (ISM) Code.
- Oversee the implementation and effectiveness of the Safety Management System (SMS).
- Conduct internal audits and ensure timely corrective and preventive actions are implemented.
- Serve as the key link between shipboard personnel and shore management on safety matters.
Company Security Officer (CSO)
- Act as Company Security Officer in accordance with the International Ship and Port Facility Security (ISPS) Code.
- Develop, maintain, and review Ship Security Plans.
- Conduct security assessments, drills, and training programmes.
- Monitor and enhance fleet security preparedness and compliance.
HSSEQ Management
- Develop, implement, and maintain integrated HSSEQ policies, procedures, and management systems.
- Monitor HSSEQ performance indicators, incident trends, and compliance metrics.
- Lead investigations into incidents, near misses, and non-conformities.
- Drive continuous improvement initiatives across all HSSEQ functions.
Safety Leadership & Culture
- Promote a proactive safety culture throughout the organisation.
- Conduct safety awareness programmes and training sessions for shore-based and vessel personnel.
- Coordinate regular vessel visits and inspections to assess HSSEQ standards.
- Share lessons learned and best practices across the fleet to improve overall performance.
Emergency Response & Crisis Management
- Develop and maintain emergency response procedures and contingency plans.
- Coordinate emergency drills and exercises.
- Support crisis management activities during incidents and emergencies.
Environmental Management
- Ensure compliance with MARPOL and environmental regulations.
- Implement environmental protection programmes and sustainability initiatives.
- Monitor environmental performance and promote best practices to minimise operational impact.
Quality Management
- Maintain and improve the company’s Quality Management System.
- Monitor quality performance and customer feedback.
- Support certification requirements and continuous improvement programmes.
Risk Management
- Conduct risk assessments covering safety, security, quality, and environmental aspects.
- Develop mitigation measures and ensure effective implementation.
- Support departments in identifying and managing operational risks.
Requirements
- Maritime-related Degree or equivalent qualification.
- Class 1 Certificate of Competency (Master Mariner).
- Previous shore-based experience in HSSEQ, marine operations, or fleet management.
- Certified Designated Person Ashore (DPA) and Company Security Officer (CSO).
- Experience in vessel inspections, audits, and regulatory compliance.
- Strong knowledge of dry bulk vessel operations, SOLAS, ISM, ISPS, and Flag State requirements.
- Excellent leadership, communication, and stakeholder management skills.
- Ability to travel internationally on short notice.
- Additional language skills and experience with gas cargoes or gas-fuelled vessels are advantageous.
