Job Description

The Technical Manager will be responsible for the safe, reliable, efficient, and cost-effective technical management of the assigned vessel fleet. The role will ensure that all vessels are maintained and operated in full compliance with international regulations, flag state requirements, classification standards, company policies, and applicable industry best practices.

The position will oversee technical maintenance, repairs, inspections, dry-docking, planned maintenance systems, statutory and class certification, vessel performance, spare parts, and technical budgets. The Technical Manager will provide technical guidance to Ship Technical Superintendents, Masters, and Chief Engineers and ensure that all technical issues are addressed promptly and effectively.

Key responsibilities include:

  • Ensure vessels are operated and maintained safely, efficiently, and in compliance with applicable statutory, class, flag state, ISM, ISPS, STCW, and MLC requirements.
  • Oversee the effective implementation and monitoring of the Planned Maintenance System (PMS).
  • Supervise vessel maintenance, repairs, surveys, inspections, dry-docking, and technical projects.
  • Monitor classification status, statutory certificates, and technical documentation across the assigned fleet.
  • Provide technical guidance and support to Ship Technical Superintendents, Masters, and Chief Engineers.
  • Review vessel technical reports, repair specifications, survey findings, dry-docking reports, and associated costs.
  • Ensure machinery and equipment are maintained according to manufacturers’ recommendations and company standards.
  • Manage technical operating and capital budgets, monitor expenditure, and control costs within approved limits.
  • Plan and supervise dry-docking activities and ensure vessels are returned to service within agreed schedules and budgets.
  • Monitor vessel machinery performance, fuel consumption, and lubrication oil consumption.
  • Oversee the timely procurement and supply of spare parts and technical materials.
  • Support the preparation and close-out of responses to SIRE, VIQ, PSC, class, flag state, and other technical inspections and audits.
  • Conduct or support accident and incident investigations and ensure effective corrective and preventive actions are implemented.
  • Keep senior management informed of significant technical issues, vessel performance, maintenance status, and budget variances.
  • Prepare and issue technical instructions, bulletins, and guidance to vessels when required.
  • Support commercial and marine departments on technical matters affecting vessel operations.
  • Keep up to date with changes in maritime regulations, classification requirements, industry standards, and technical developments.
  • Oversee shipbuilding, conversion, modification, or major technical projects when required.
  • Ensure technical activities are aligned with company objectives, safety standards, operational requirements, and established KPIs.

Requirements

  • Class 1 Chief Engineer Certificate of Competency (Motor) under STCW or a Naval Architect qualification.
  • Minimum 7 years of relevant shore-based technical management experience.
  • Strong mechanical engineering background or demonstrated extensive technical knowledge through maritime experience.
  • Proven shore-based experience managing vessels, a fleet, and/or technical workshops.
  • Previous experience in technical management of commercial vessels.
  • Experience with dual-fuel vessels or dual-fuel engine technology.
  • Strong knowledge of shipbuilding, vessel operations, maintenance, and technical management.
  • Good knowledge of ISM, ISPS, STCW, MLC, flag state, and classification society requirements.
  • Strong understanding of SIRE, VIQ, PSC inspections, audits, and technical compliance processes.
  • Proven experience in vessel maintenance, dry-docking, repairs, surveys, and budget management.
  • Strong leadership and team management skills, with the ability to guide and develop technical teams.
  • Excellent planning, organizational, analytical, and problem-solving skills.
  • Strong communication and interpersonal skills, with the ability to work effectively in a multicultural environment.
  • Proficiency in Microsoft Office and general computer applications.
  • Fluent in English, both written and spoken.
  • Ability to work under pressure, manage multiple priorities, and meet operational deadlines.
  • Willingness and ability to travel internationally without restriction.
