Job Description

VESSEL INSPECTION – PLANNING & IMPLEMENTATION

  • Implement the inspection in coordination / consultation with the Vetting Managers by monitoring vessels’ vetting status plan.
  • Coordinate closely with the vessels’, Agents’ and Inspector for smooth inspection arrangements.
  • Send preparatory notification to vessels’ and provide all necessary documentations required during the inspection.
  • Ensure that the responses for SIRE reports are effectively uploaded onto the OCIMF system within the 14 days period.

FOCUS AUDIT – PLANNING & IMPLEMENTATION

  • Coordinate closely with the vessels’, Agents’ and Auditor for smooth inspection arrangements.
  • Send preparatory notification to vessels’ and provide all necessary documentations required during the inspection.
  • Follow-up all observations in the SOI and ensure it is closed within the closure date.
  • Initiate video-conference meeting with the MISC Office after the completion of inspections for discussions.
  • Forward monthly submissions of SOI to the MISC for their review.

VESSEL INTERNAL AUDITS – PLANNING & IMPLEMENTATION

  • Assist to coordinate the implementation of vessels’ internal audits by monitoring vessel’s schedule.
  • Coordinate closely with the vessels’, Agents’ and Auditor for smooth inspection arrangements.

TMSA – VERIFICATION

  • Assist to populate objective evidences soft copies of vessels’ TMSA documentations, conditions of class, fleet hot work documentation and fleet detailed risk assessment record on quarterly basis.
  • Support TMSA internal audits along with different stakeholders to strengthen TMSA ratings.
  • Provide any requested HSSE data and slides presentation to the Oil Major as necessary.

DOCUMENT & DATA MANAGEMENT

  • Maintain data and documents management related to ship inspection and shore based management TMSA reviews for easy accessibility, analysis and review.
  • Assist in data gathering / developing presentations for analysis of vessel inspection results / office management review and presentation during Junior and Senior Officers Seminars / customers’ visits.
  • Support vetting campaigns through circulation of bulletins / circulars and quarterly dissemination of the vetting / SMA observations. Collation of vessel’s feedback are properly recorded in the portal.
  • Analyze periodical vetting repetitive observations carried out and shared with the Vetting Managers for their concurrence and verification.
  • Contribute to the amendments of vessel’s investigation reports for submission to Oil Majors as required.

DEPARTMENT REPORT

  • Compile, complete and submit the quarterly vetting board paper to the department Head.

FINANCE MATTER

  • Create purchase orders for confirmed inspection.
  • DA Desk system – Ensure there is no PDA/FDA awaiting for operator’s approval exceeding one month.
  • Monitor closely the vetting budget as per the annual budget plan.
  • Ensure inspection invoices are settled in timely manner with close updates to the Oil Major.
  • Submit the Managers’ expenses claims accordingly.

Requirements

  • Degree in Nautical Studies/Marine Transportation/Marine Engineering.
  • Good communication/interpersonal skills and knowledge of daily tanker operations.
  • Proficiency in Microsoft Office applications (Excel, Word, etc.).
  • Working experience in Shipping or Tanker Management Company.
