Job Description
The Manager, Manning Agencies is responsible for leading the recruitment, administration, and deployment of Chinese seafarers. This role oversees Chinese manning agents and drives strategic planning, operational excellence, stakeholder engagement, team leadership, financial control, and full compliance with maritime regulations.
The Manager, Manning Agencies is responsible for:
• Defining and executing the strategic roadmap for manning operations in China, ensuring alignment with the Company’s overall objectives and direction;
• Managing and supervising manning offices across China, including frequent travel and on-site engagement to maintain operational effectiveness and seamless coordination;
• Directing the recruitment and sourcing of Chinese seafarers, identifying process enhancements to improve efficiency and recruitment outcomes;
• Initiating and tracking crew welfare, engagement, and retention programmes to enhance seafarer satisfaction and reduce attrition;
• Conducting and coordinating regular audits, evaluations, and benchmarking exercises to ensure compliance with company policies, regulatory requirements, and industry best practices;
• Preparing and presenting periodic reports to Management on matters relating to Chinese manning agencies;
• Coaching and guiding manning agencies to cultivate a collaborative, accountable, and high-performing culture;
• Building and maintaining strong, long-term relationships with key stakeholders and clients to support business development and partnership growth;
• Undertaking additional duties as assigned by the Director / General Manager of Manning Agents;
• Addressing and resolving key queries related to Chinese manning from principals and crewing operations;
• Providing overall supervision and operational support to Chinese manning offices across all functional areas;
• Developing and implementing a responsive and forward-looking recruitment programme to meet evolving manning requirements of principals and crewing operations;
• Forming and strengthening long-term partnerships with Chinese manning service providers;
• Overseeing end-to-end recruitment processes, including selection, placement, and related administrative procedures;
• Ensuring adherence to international maritime laws, regulations, and compliance standards;
• Establishing and monitoring performance indicators for Chinese manning agents to drive operational efficiency and service quality;
• Leading long-term workforce planning to ensure a sustainable and robust crew pipeline to support fleet operations.
