Job Description

  • Ensure the HSEQ team conducts pre-vetting for SIRE Inspections, and ensure that the Marine/Technical Departments address and close all findings.
  • Conduct risk assessments for shipping operations and activities, identify potential hazards, and implement mitigation measures to safeguard personnel, vessels, and cargo.
  • Oversee compliance with health, safety, environmental, and quality regulations, including ISM Code, ISO standards, and flag state regulations.
  • Provide advice on legislative changes and industry best practices, and submit recommendations for approval.
  • Design and deliver training programs for office personnel and crew on health, safety, environmental awareness, and quality management, including emergency response training, safety drills, and pollution prevention.
  • Plan and organize annual Safety Seminars for both office and shipboard personnel.
  • Act as the chief editor for all safety circulars and newsletters.
  • Investigate accidents, incidents, near misses, and environmental spills, identify root causes, and implement corrective and preventive actions. Ensure incidents are reported to relevant authorities as required.
  • Develop and maintain emergency response plans for scenarios such as oil spills, fires, collisions, groundings, and medical emergencies. Ensure crew members are trained and prepared for effective emergency response.
  • Implement measures to reduce the environmental impact of shipping operations, including waste management, ballast water management, emissions control, and compliance with international conventions like MARPOL.
  • Implement quality management systems to ensure high-quality service delivery with safety as a priority. Monitor processes, conduct audits, and identify opportunities for improvement.
  • Review and update the company’s SMS Manuals.
  • Evaluate the HSEQ performance of suppliers and contractors, ensuring they comply with relevant standards and regulations.
  • Schedule and manage company Document of Compliance Audits, Tanker Self-Assessment Audits, ISO Audits, and any internal or external audits, ensuring no major findings.
  • Plan and schedule ISM/ISPS shipboard audits.
  • Manage TMSA elements 8, 9, 10, and 11.
  • Engage with internal and external stakeholders, including regulatory authorities, customers, suppliers, and industry associations, to foster a culture of health, safety, environmental stewardship, and quality excellence.
  • Lead and conduct company safety meetings.
  • Maintain accurate records of HSEQ activities, incidents, audits, inspections, and compliance documentation for both internal use and regulatory reporting.
  • Develop and manage the HSEQ department budget, effectively allocate resources, and prioritize initiatives based on risk and regulatory requirements.
  • Establish KPIs to monitor HSEQ performance, analyze data to identify trends and areas for improvement for both fleet and office, and report regularly to senior management.
  • Monitor, promote, and analyze Near Misses/NCR reports from vessels.

Requirements:

  • Certificate of Competency Class 3 (Deck) with seagoing experience as a certified ship officer per STCW or amended regulations, OR
  • Equivalent formal education with a minimum of five years of experience as a Superintendent in ship management operations.
