Job Description
Role:
- Lead, plan, and oversee the overall management of the Crewing Department.
- Manage all crewing-related matters within the Group.
- Develop and monitor marine personnel budgets, keeping Management informed of any updates.
- Assist in preparing crew cost estimates.
- Oversee the recruitment and re-employment of senior and junior officers and crew members across all nationalities.
- Maintain relationships with Seamen’s Unions, negotiate Collective Bargaining Agreements (CBAs), and present them for final approval.
- Conduct interviews for prospective senior officers.
- Ensure that insurance coverage for officers and crew aligns with CBA requirements or the vessel’s P&I coverage.
- Supervise drug and alcohol testing across all vessels.
- Act as a liaison with charterers on senior officer and crew-related disputes.
- Conduct vessel visits when necessary to investigate crew-related issues.
- Compile and manage Crew P&I claim documentation.
- Stay updated on and enforce CBA terms, conditions, and amendments.
- Ensure the Master is provided with and informed about the applicable CBA.
- Recommend wage levels, terms, and conditions for personnel not covered under CBAs.
- Oversee the appraisal, training, and performance evaluation of marine crew.
- Select and monitor crewing agents to ensure compliance with PRL training standards.
- Visit and audit manning agencies as needed.
- Identify and appoint medical institutions for pre- and post-employment medical examinations per PRL standards.
- Negotiate and approve fees for crew agencies.
- Provide insights and recommendations on cadet, trainee, and recruitment programs.
- Appoint and evaluate the performance of global marine travel agents.
- Coordinate with internal departments to effectively manage crew operations.
- Work closely with the ship agency team to ensure seamless agency operations.
Requirements:
- Minimum 5 years of experience in crewing management.
- Strong background in crewing arrangements and HR management for OSVs, accommodation barges, AHTS, and PSV.
- Demonstrated expertise in budgeting and cost control.
- In-depth knowledge of labor regulations in Malaysia, Dubai, Qatar, and Saudi Arabia.
- Diploma or Degree in a relevant field with experience in marine crew recruitment and management.
- Excellent interpersonal and negotiation skills.
- Ability to foster strong relationships with charterers, labor unions, authorities, crew agents, and training centers, ensuring alignment with organizational objectives.
- A personal network of experienced crew members is advantageous.
- Experience in ship agency and crewing agency operations is preferred.
